<p>Once again, the S&amp;P Case-Shiller Home Price Index is showing broad-based improvement in home prices across the country.</p>
<p>The 10-city Index increased 1.7 percent in July, and the 20-city Index was up 1.6 percent. Both were down over 12 percent from July 2009, however.</p>
<p>In Atlanta, prices increased 2.3 in July, but remained 11.8 percent below last year.</p>

<p>Existing home sales, which had risen for the past four months, slipped 2.7 percent in August, according to the latest report of the National Association of Realtors.</p>
<p>Still, the number of sales was 3.4 percent above last year.</p>
<p>Credited for the slide in sales were higher mortgage rates, which on average were over a percent higher in August than July.</p>
<p>Home sales had shown relative stabilization in the four months prior to August, mostly because of the $8,000 federal tax credit for first-time homebuyers. However with that credit set to expire on November 30th, home sales may end up declining again.</p>
<p>In the South, existing home sales were down 3.1 percent for the month, but remained 1.6 percent above last year. The median price of a home was $157,400 – an 11 percent drop from August 2008.</p>

<p>The state had 11,136 foreclosure filings in July. That&#8217;s up 10.7 percent from last year, but down a whopping 20.6 percent from last month.</p>
<p>Georgia has comparatively speedy foreclosure laws, and lenders are able to foreclose on Georgia properties much more quickly than in other states, perhaps leading to the recent decline.</p>
<p>Nationwide, foreclosures were up 7 percent from last month, and 32 percent from last year.</p>

<p>Sales really picked up in the West and South regions, suggesting that buyers are picking up foreclosed properties and discounted prices. Lawrence Yun, the chief economist of the NAR, has recently stated that foreclosures and short sales make up between 35 and 40 percent of all sales.</p>
<p>In the South, existing-home sales rose 7.4 percent from November, but remained 11.2 percent below last year.</p>
<p>Because of the jump in sales, total housing inventory fell to a 9.3-month supply of homes on the market.</p>

<p>The number of housing starts and building permits both fell to new record lows in a sign that the slump in the U.S. housing market is continuing.</p>
<p>Nationwide, total housing starts dropped 18.9 percent in November and were 47.0 percent below last year. Single family starts alone were down 16.9 percent from last month and 46.0 percent from last November.</p>
<p>In the south, single-family housing starts slid 13.6 percent from October and 45.7 percent from last year.</p>
<p>Building permits last month fared no better: nationwide they were down a total of 15.6 percent for the month and 48.1 percent for the year. Single-family permits were down 12.3 percent from October and 46.3 percent from last year.</p>
<p>The south saw single-family permits drop 14.0 percent from November to a level 48.5 percent below November 2007.</p>
<p>The reports were much lower than expected, and show that the bottom is continuing to drop out of the housing market.</p>

<p>Jackson-based First Georgia Community Bank was closed by the Georgia Department of Banking and Finance on Friday, marking the failure of the 23rd bank in the nation this year and the fourth in the state.</p>
<p>The FDIC announced that the bank&#8217;s four branches will reopen on Monday as part of United Bank of Zebulon.</p>
<p>The failed bank recently ranked sixth on a list of Georgia banks with a high Texas ratio, which gauges a financial institution&#8217;s risk by comparing the level of problem loans to the amount of capital and reserves available to the bank.</p>
